This server is in China and while it is locked to many stratum-1
servers, it seems to be on a connection with quite some delay.
Probably it is saturated with other traffic. This results in varying
timestamp data, but ntpd should be able to smooth that out (especially
when you have other servers configured as well).
I would not say this server is particularly bad.
