What software were you using between the GPS device and SHM?
If you are using gpsd, ntpd needs 2 "servers". Slot 0 gets timing from the
serial port. Slot 1 gets the timing from the PPS. Were you using both of
them?
gpsd uses an ioctl that is only implemented (I think) on Linux. It's not as
good as the kernel mode PPS, but a lot better than the serial mode from most
GPS devices.
