Hi Ask,
there seems to be an NTP bug related to leap seconds, where a leap second may be inserted at the end of *any* month.
Have you seen this thread in the NTP newsgroup? It is split over 2 archives in the questions mailing list archive since it starts end of July and continues now in August:
