Interesting setup: when I connected with an ipv4-only ftp client it wasn't
there, with lynx ftp://[2610:20:6f15:15::27]/pub/leap-seconds.3629404800 it
is there. Confusing.

$ host time.nist.gov
time.nist.gov is an alias for ntp1.glb.nist.gov.
ntp1.glb.nist.gov has address 188.8.131.52
ntp1.glb.nist.gov has IPv6 address 2610:20:6f15:15::27
ntp1.glb.nist.gov has IPv6 address 2610:20:6b01:4::162
184.108.40.206 doesn't have the new file
2610:20:6f15:15::27 does have the new file
2610:20:6b01:4::162 doesn't respond to me at the moment
That last address goes away when I ask it a few times, DNS TTL is quite low.

At least the new ntpd 4.2.8 starts complaining that the leap second file is
about to expire. One step in the good direction.
