right now, all the NTPv4 server set the reference identifier as the IPv4
address of the primary ref (as it may seems) or, as said in RFC, the low
order 32 bits (ie the fractional part, i'm i right?) of the latest transimt
timestamp of the ref?
BTW, if the NTPv4 server is doing right, what are exactly those 32 bits: the
fractional part of the NTP timestamp of latest update from the reference
source? the integral part?
