Is reachability register used in calculations? 

Or is it just used indirectly as follows:
It represents an 8-bit shift register indicating the success of
the last 8 polls to that peer. The least significant bit is the most recent. A
'1' indicates the poll got a reply. A '0' indicates it didn't, and therefore
a missing sample. --> Missing samples increase the dispersion measurement.
