Your ntptrace is trying to contact a bogus address.  the 127.127 addresses
are "fake" - ntpd uses them internally to identify a reference clock.

I think this has been fixed in the latest version of the perl version of
ntptrace, and I don't recall if it worked or not in the old C version.

I *think* we got rid of the C version because it needed IPv6 code and it
was just simpler to rewrite the beast in perl.
