It's very like the bug 4532216. But, it can't be the same bug, since
the xntpd is patched by 109667-04, and the bug 4532216/4379876 is
fixed in this level. "disable pll" is also set with "slewalways yes"
in the ntp.conf.

Meanwhile, there are many time reset (slew) lines in the message file.
However, the system TOD doesn't adjust.
