No, he didn't start out with attitude.  He just stated the fact that
this newsgroup has a fairly narrow range of expertise, and your
question wasn't within it:

Yes, you can read attitude into what he said -- if you want to.  But
the reality is that what Microsoft does with the NTP protocols is
different from what the standard NTP implementation does, in ways that
are subtle and messy, and you have to study the subject to keep up on
it.  There are people who keep up on it, and places they congregate,
but this newsgroup isn't that place.

This group isn't, after all, a help desk that is committed to solving
your problem (i.e., paid to solve your problem), regardless of what it
is.  We work on certain specific software, and if you have a question
about it, we probably will answer it.
