That subroutine is trying to do name/IP lookup.

If the name is provided, it looks up the IP.

If the IP is provided, it looks up the name.

When the "missing" piece is discovered, the forked resolver process sends
a message back to the daemon with the requested info.

You have hit a case where the code is scanning the queue of "things to do"
and it has discovered a case where the name and IP are already known, so
there should be no reason for that entry to still be there; the answer
should have been sent to the main process and that item should have been
deleted from the queue.

Do you have any "restrict" statements in your ntp.conf file?
