okay, I made on minor mistake.  The system default ntpd was still
sitting in /usr/sbin, and that is the one that complained 'refclock 36
unsupported'.

The 'port' version at /usr/local/bin/ntpd, which I had to hand-edit the
config for, seems to be working.  I don't have a timecode yet since
WWV10 is down in the crud at the moment, but at least something appears
to be happening with the refclock:

I hope to get freeBSD working to do a side-by-side comparison.  On my
linux machine it has worked okay but hasn't been reliable.  The
throttling of the audio input level has never really worked.  ntpd
ratchets it up to 100% and leaves it there, regardless of what I set
the volume on my receiver ($50 ramsey WWV kit radio).
