You are using a weird operating system.  Weird problems are normal in 
Windows! W32time has little to do with NTP.  It's a poor implementation 
of the SNTP protocol.   As the code itself is proprietary to Microsoft, 
it is likely that only Microsoft could answer your question or fix your 
problem.
