[ntp:questions] Host found message incorrect

I'm running ntp-4.2.0 on several hosts. This morning I rebooted a host while it wasn't connected to the Internet (usually it is connected) and got the following messages:
ntpd: Synchronizing with time server: Looking for host 203.21.37.18 and service ntp
host found : 203.21.37.18 
Looking for host 128.184.1.1 and service ntp
host found : 128.184.1.1
Looking for host 129.6.15.28 and service ntp
host found : 129.6.15.28
Looking for host 129.6.15.29 and service ntp
host found : 129.6.15.29
Looking for host 132.163.4.101 and service ntp
host found : 132.163.4.101
Looking for host 132.163.4.102 and service ntp
host found : 132.163.4.102
Looking for host 192.5.41.40 and service ntp
host found : 192.5.41.40
Looking for host 193.67.79.202 and service ntp
host found : 193.67.79.202
                                                           [  FAILED  ]

ntp put the following lines in the system log:
Jan 12 08:19:44 test ntpdate[767]: no server suitable for synchronization found
Jan 12 08:19:44 test ntpd:  failed

Why is ntp emitting 'host found' messages when the time servers can't be reached?
