[ntp:questions] NTP server quick start

Hi,

I am new to the list, but I have been reading the history, and in a 
message called  Re: How to use ntpd as a sntp server?, Jan said that
if I set up

server 127.127.1.0
fudge 127.127.1.0 stratum 10

it should start serving time (almost) imediately. I have done that and 
it is still taking several minutes.

ntpdate -d 192.168.0.121    # this the server IP
ntpq -p

on the Client machine both say that the server has stratum 16, but "ntpq 
-p" no the server says

I am running Mandrake 9.1 at the server and ntp-4.1.1,
The server /etc/ntp.conf is:

server  ntp.pads.ufrj.br        # 146.164.48.1
server  ntp.ufes.br             # 200.137.65.132
server  200.192.112.8           # ntp1.pucpr.br
server  ntp.hiway.com.br        # 200.246.53.5
server  200.19.74.21            # ntp.pop-pr.rnp.br
server  127.127.1.0
fudge   127.127.1.0 stratum 10
driftfile /etc/ntp/drift
authenticate no

The client is mandrake 10.0 and ntp-4.2.0,
The client /etc/ntp.conf is

server 192.168.0.121
driftfile /etc/ntp/drift
restrict default noserve
restrict 192.168.0.121

Please help, everything else is working just fine. The problem is that 
when machines are turned on, even if there is a small delay between 
turning on the firewall and the other machines, clocks will not be 
sinchronysed because it takes several minutes for the NTP server to 
start serving
