After using ntpdc to add ntp.saard.net to one of my ntpds (and waiting a
few minutes) I see:

$ ntpq -p dumpster | grep saard
ns.saard.net    203.134.168.174  3 u 30 64 3 271.690 -5.357 0.388

So we have a working server which is not operating at the claimed
stratum and does not allow its users to view synchronization
information. Doesn't engender much trust...
