Because ntpd learns about frequency drift when it connects.

I forget, and I think it depends on if the kernel routines are being used
to wiggle time or if ntpd is doing it directly.

My memory is Fuzzy on this - I haven't looked at that code in a while
and I have a ton of other things on my plate now.
