I know many people already don't think much of the quality of Internet
Explorer, but it spoofs Mozilla in its version string and most web
browser users still use it (minority browsers are often configured to
spoof IE spoofing Netscape).

A reason that doesn't currently apply to NTP, but could apply if people
use white lists and don't maintain them well, is to get past inappropriate
server blocks.  IE does it because sites used to discriminate in 
favour of Netscape and modern minority browser users do it because
sites discriminate against non-big 2 browsers.
