I was using all 4.1 clients.  That was not the problem.  I recently
upgraded to 4.2 and fixed most of the problems with the "stock"
ntp.conf.  Now the 4.1 clients are broken, and I'm not using the
"notrust" option.  ntpdate works for the old clients, so I'll leave it
at that.
