'-u' causes ntpdate to use an unprivileged port. Please try running
ntpdate without the '-u' to see if port 123/UDP is open between you and
that time server.

This means that your ntpd has not received any NTP packets from that
time server.

Please check to see if you have a 'restrict default ignore' line. If you
do, comment that line out and restart ntpd.
If you wish to post your ntp.conf, please include the entire file
_without_ the comment lines.
