In the old days, refids for non-S1 servers were IPv4 addresses, and it made
"arguable" sense that we should do reverse lookups on them.

Refids nowadays can also be hashes of IPv6 addresses, and the client cannot
tell if a refid is a v4 address or a hashed v6 address.
