[ntp:questions] Undisciplined Local Clocks

I notice that most ntp.conf examples that I have seen contain the lines:-
"server 127.127.1.0 # local clock", and
"fudge 127.127.1.0 stratum 10"
Are there any consequences in leaving these lines out?
In the extreme case of an isolated group of peers, is there any advantage
in ALL the peers including them?
I am a relative novice currently playing with a couple of NTP servers,and
hope soon to install a radio clock interface on one of them.
