Done. As promised I just released the code! :)

Here you can find latest PPS support for linux (refere to version 1.0.0):

And here you can find a fixup of reference clock called
"refclock_ripencc" ntpd driver 43 (refere to version 1.0.0):

As you can see in the README file I just fixed the big/little endian
support and the PPS support in such a way you may use this reference
clock even whitout PPS support in your kernel.

I posted both the new "refclock_ripencc.c" file and three patches
against "ntp-4.2.0a+stable". One patch fixes some cross compilation
problems, one reenables compilation of the refclock_ripencc.c file and
the last one fixes the reference clock.
