By my read of the specs, either the "client" or the "server" (bad names) can
be either NTP or SNTP and nobody would know.
The bad news is that SNTP should only be a server if it is directly talking
with a refclock; otherwise it should be a leaf node.
Note that many SNTP implementations do not enforce this requirement.
There are also implementations that advertise SNTP compliance but really
implement Something Else.
