[ntp:questions] Strange ntpd problem

Greets all,

I have a problem that I hope someone else has seen before as it has me
totally confused.

I'm setting up two NTP servers based on Fedora-3. Both are running
version 4.2 of NTP. The ntp.conf is identical on both systems. All I
changed was the time sync servers and which IP's can time sync.
Obviously, one of the servers is working fine and the other is not.
Here's some info on the one that is not:

[root at shell etc]# service ntpd start

[root at shell etc]# pgrep ntpd
[root at shell etc]# netstat -an | grep 123
[root at shell etc]#

So NTP is telling me it has started correctly, but there is no running
process or port that gets opened. No error message on why it dies. One
last bit of weirdness is sometime I get an additional log entry of
"kernel time sync status 0040", but sometimes I do not. In either case
ntpd dies with no error.

Thoughts on what I should try next?
