This is a known bug in NTP:
https://ntp.isc.org/bugs/show_bug.cgi?id=514

which has been fixed in the current repository, so the NTP version shipped
with the next installer version will work again as expected.

I'm not quite sure, but AFAIR the buggy version should work correctly if you
fudge the stratum of the local clock to 0, i.e. your ntp.conf file should
contain the following lines:

server 127.127.1.0
fudge  127.127.1.0 stratum 0

Please keep in mind that this configuration should only be used in a closed
network environment.
