They are static IP addresses - not using DHCP-- is the correct way to
fix just to restart the daemon then?

If you are using DHCP on these machines and when you regain connectivity
your DHCP server gives you another IP address you need to restart ntpd.
See bug #51. This is in the process of being fixed.
