When I remove those comments and rebuild, I get good behavior:

  ~ # date
  Fri Dec 31 19:01:48 EST 1999
  ~ # sntp -P no -r 10.128.0.1
  ~ # date
  Tue Nov 22 11:05:46 EST 2005
