Actually we're both right - it doesn't support fudge properly if
you're using enb_hardpps to manage the kernel clock.   You need to set
pps_params.assert_off_tu.tspec.tv_nsec before you call
time_pps_setparams to make that happen.   See the patch to the NMEA
driver that I posted here https://ntp.isc.org/bugs/show_bug.cgi?id=399
  - I think the patch should work pretty much unchanged for the atom
driver as well.
