[ntp:questions] Server/Peers - I really don't understand what's going on

On an intranet the n/w has ONE time source at stratum 4 (please don't
suggest more time sources as a solution as 3 GPS sources are about to
be installed).

There are 10 or so ntp servers. Each server is configured  in ntp.conf
with

server stratum4.server # noddy.abcdefg in the text

peer   peer1
peer   peer2
...
peer   peern


Now I would imagine, that on, say, peer1 I could do ntpq and see that
stratum4.server is at st 4, and ALL the other peers are at stratum 5.
BUT, I don't see this

If I do an ntptrace on a platform I can see sometimes a trace back to
noddy (stratum4 server). Sometimes I see ntptrace tell me the
timesource for peer1 is peer2, source for peer 2 is peer 3, time source
for peer 3 is peer 2 i.e. a loop

What is going on ?

Why don't the peers all sync to stratum4 server and sit a stratum 5 ?
