Because stratum is not the only evaluation criterion for selecting
a source. Generally, it's a bad idea to have a large number of peers
compared to the number of primary sources, especially if the peers
are close to one another and the real clock is more distant. The peers
can easily start believing one another in preference to the real clock and
diverge from it as a group. If any of them also has its local clock
configured as a server, the whole kit and kaboodle can go off on a
permanent tangent. Otherwise, they'll all chase each other to
stratum 16 until somebody starts listening to the real clock again.
