You're looking at the wrong part of the puzzle...
As David J Taylor previously stated:
| NTP works purely in UTC. What time is displayed by Windows (and other
| operating systems) is determined by the OS, using the Control Panel
| Date & Time or Regional Settings applet. Internally, Windows also
| works in UTC.
NTP does *NOT* have anything to do with time zones.
It's up to the OS on each computer to display the time in the correct
time zone.
You'll need to find a way to distribute updated timezone files to each
computer...
