That looks good so far.

According to the documentation and also according to the source code,
the Hopf serial refclock driver expects to read its input
from /dev/hopfclockX, where X is 1 in your case because you have
configured
127.127.38.1 in your /etc/ntp.conf file:
see http://www.eecis.udel.edu/~mills/ntp/html/drivers/driver38.html,
and look for "#define DEVICE" in refclock_hopfser.c.
Have you set a (symbolic) link from /dev/refclock-1 to /dev/hopfclock1
