As I understand it, iff you have an isolated NTP network you are at
liberty to
choose your own epoch and/or timezone. (You are also at liberty to
cause
chaos and mayhem by deliberately ignoring UTC.)

The rate at which NTP-time advances is set to 1sec/sec +/- 500ppm. You
would have to
do major hardware surgery if you wanted to change that.
