Looking a bit closer these several of the same machines did seem to 
actually jump forward:

Jan  1 12:59:59 renew kernel: Clock: inserting leap second 23:59:60 UTC

But still that didn't seem to be the case when looking at the "peers" 
data which showed peers gradually being 1 second ahead and then the 
stragglers being 1 second behind.

I still ( 1 hour later) have a amchine that says:

but that same machine has the:

line. 

I'm confused.
