Sure - I queried a few servers and found 19 machines in uk.pool.ntp.org.
They won't all answer the "rv" query, so I found that some versions
of ntpdate will print out the leap bits, and all the servers will
answer ntpdate queries with the "-d" flag. It seems none of them
have the leap bits set now.
