Well Poul Henning Kemp runs NTP servers on Soekris single board 
computers with the O/S and ntpd in PROM.  That's pretty minimal and 
probably less than you want.

I would expect a 133 MHz Pentium (7 - 8 years old now) to handle it.

If you're not too proud to be a trash picker, simply grab the next 
machine you see at curb side that has not been stripped.
