Thanks for your answer:
the ntp.conf only has:

server 192.168.10.38

BUT,
I just found out that I can not communicate between units 2 when one of
the units is serving its own time and the other unit is querying from
the previous one. If the previous (I am talking only about units 2 at
this moment) unit that was serving its own time starts asking for time
to a PC or a reliable server, the whole network will be in sync.
Meaning that all the units point to the first unit 2 (Now querying from
a PC) will be in sync.

It looks that  there is a problem with the time stamps because when I
used the ntpdate in debug mode (-d) that is what I found if a unit 2
wants to queries time to another unit 2 that is serving its own time:
