A) Did you either use ntpdate -b or ntpd -q -g to get the clock 
initially in the right ballpark before starting ntpd?

B) Are there any closer servers you could add?  400ms latency may 
explain why ntpd hasn't decided to use any of the 3 given servers 
(note none of them are flagged with * or + to indicate ntpd is using 
them to help steer the clock).

C) What options are you giving to ntpd when you start it?

D) Is ntpd logging anything to syslog?
