The Garmin GPS 18 LVC (or whatever) is under US$80.  You'd have to check
with other folks about the prices of different units.

Then it's a function of local reality.

Is it practical to run an antenna wire from your NTP machine to a GPS unit?

Is it practical to put a (possibly very small) machine near the unit and run
a network cable (or a wireless connection)?

Do you have electricity "close enough" to your GPS unit to allow this?

What about using a CDMA refclock instead?

What about using one of the modem drivers?

What about getting a decent ATOM refclock and using that?

Just be open to the possibilities.

You will probably hit constraints along each path.  Just keep trying
diffrent paths and look at the costs/benefits of each choice, and be
flexible and creative in how you look for solutions.

The bottom line is you're gonna need a source of time, a way to talk to it,
and some number of machines that will distribute that information to other
machines.
