ntpdate is deprecated so there is no guarantees at all that it works
with link-local IPv6 addresses. I'm not sure why it wouldn't unless the
server is dropping ntp packets on the link-local address which it
shouldn't. Can you use ntpq -p fe80::... on that address and does it
