If you are referring to a time server which gets its time from an existing
cesium maybe we at Meinberg can help:

We have shipped such NTP servers to the German PTB (the officical German
time authority).

The device accepts a 10 MHz input plus PPS signal from a cesium which is
used as a timebase for the NTP server. You have also the feature to
pre-program a leap second if necessary which will then be inserted at the
correct point in time.
