Thank you all for your replies.

The "hardware box" I was using does not support the dig command so I
tried it on a nearby SuSE PC - that gets proper responses as you have
detailed. 
All I have to find out now is why these boxes no longer work with
pool.ntp.org - "everything" else resolves OK.
