And if Ubuntu has the System V-style init scripts, this is done
relatively easily by giving its startup symlink a higher number
than the one that start the network.

This scheme has the init scripts in an init.d directory, with an rc#.d
directory for every runlevel that contains K##.xxxx symlinks for all
services that should be stopped and S##.xxxx symlinks for all services
that should be started when switching to that runlevel.

I find chkconfig a reasonably convenient way to manipulate those
symlinks.
