Your PPS isn't working.  See the 0 in the reach column?  That's a bit mask
(octal) of the last 8 tries.

The NMEA driver automatically uses the GPS if it works.  THe 185 ms offset
is consistent with what I've seen on the GPS 18 LVC when PPS is not working.
