I think you mis-interpreted the double negatives there.  I was saying 
that Linux has always used HLT.  The only system I'm aware of that 
doesn't use it properly is MS-DOS, although the main problem in 
achieving power saving is Windows applications that think they the only 
thing running, so use spare capacity to speed up their interactivity. 
They are becoming uncommon, though.
