It normally starts up in server mode.  If you do a ps ax
you will probably see an ntpd running.

> ntpq:connect:network is unreachable

That's probably trying to tell you that somebody is already
using port 123.  (In this case, it's the ntpd you started above.)

If you poke around in the log files and/or /var/log/messages
you might find some more error messages.
