Harlan,

The 500 PPM clamp has been in NTP and its ancestors since the frequency 
discipline was introduced in 1981, There has never been a case when that 
limit was exceed that was not due to hardware failure, program bug or 
kernel misdesign, all of which has occurred more than once.
