They are free to ignore this law.  They just lose all their Federal
subsidies if they do.  Which means, of course, that they never ignore it.

However, almost every other country in the world has "DST" arrangements at
least as loony as those in the US, and some change the starting and/or
ending dates with as little as a few weeks notice.
