This is "localisation" and the TZ*  element is only one small part
of localisation.

Now you want to fix updating this subproblem via parasitic payloading
an essentially unconnected service
thus _bypassing_ the update mechanisms of most major OS distributions.

This is a BadIdea(TM) ( imho and all that jazz ).
