I've accumulated these but mainly use vi on UNIX or qedit on DOS.

I'd have thought it was in base system of all above and at most
just needed minor edit of ntp.conf to select some nearby sources
and restart ntpd. I've just loaded default ntp.conf on NetBSD
fileserver, restarted "sudo /etc/rc.d/ntpd restart" and from
another box a few minutes later:

ntpdate -q fileserver
server w.x.y.z, stratum 3, offset -0.000986, delay 0.02826
12 Apr 23:39:04 ntpdate: adjust time server w.x.y.z
offset -0.000986 sec
